11 CHAPTER X-LAST: FINANCIAL REGULATIONS

Introduction

Within the framework of the National Plan for the Development of Higher Education, and approved by the Ministry of Higher Education and the Supreme Council of Universities of the need for a stable structures within the organizational structure of the Egyptian universities and colleges to manage the quality work within each college.

The process of developing education in general and university education in particular is one of the priorities of development and development in Egypt, in order to guarantee the quality of education and its advancement and reach the global level, and where the national duty obliges us all to exert effort, time, sincerity and honesty in raising the efficiency of the educational and institutional process within the college .

The Ministry of Higher Education adopted a strategy to improve and improve the performance of higher education. The strategy was translated into the establishment of the national accreditation body and the establishment of quality centers in universities and quality units in faculties.

In this regard, the Faculty of Human Medicine, Beni Suef University, established the Quality Assurance Unit in 2009 in accordance with the decision of the College Council No. (79). The unit was approved as an administrative entity to monitor and evaluate performance within the college.

The Board of Directors of the Quality Assurance Unit at the college studied and prepared the internal regulations of the quality assurance unit in the faculty to comply with the internal regulations of the quality assurance center in the university and achieve the desired purpose and in line with the strategy of the college and the university in order to ensure quality and access to accreditation.

Chapter 1: General Provisions

Article (1): The quality assurance unit shall be established by the Faculty of Human Medicine at the University of Beni Suef under the decision to establish the unit in accordance with the decision of the College Council No. (79) for the year 2009.

Article (2): The unit shall establish an internal system to ensure the quality of the faculty in accordance with the standards and regulations set by the National Authority for Quality Assurance of Education and Accreditation.

Article (3): The Unit shall be located at the Faculty of Human Medicine - Beni Suef University.

Article (4): The Dean of the College shall issue a decision to form the Board of Directors of the Quality Assurance Unit of the faculty members of the Faculty of Medicine, Beni Suef University for a period of three years renewable.

Article (5): The Dean of the College shall issue a decision appointing a Director of the Quality Assurance Unit from among the faculty members of the Faculty of Medicine, Beni Suef University, subject to Article 25 of the internal regulations of the Quality Assurance Unit for a period of three years renewable.

Article (6): The Dean of the College shall issue a decision appointing a Deputy Director of the Unit Quality Assurance from among the faculty members of the Faculty of Medicine, Beni Suef University, subject to Article 25 of the internal regulations of the Quality Assurance Unit for a period of three years renewable.

Article (7): The coordinators of the basic committees of the Quality Assurance Unit shall be appointed from among the members of the Faculty of Medicine at the University of Beni Suef upon the nomination of the Director of the Unit and the approval of the Unit's Board of Directors, subject to Article 25 of the internal regulations of the Quality Assurance Unit.

 Article (8): The coordinators of the scientific departments and the coordinators of the sub committees of the Quality Assurance Unit shall be appointed from among the faculty members of the Faculty of Medicine, Beni Suef University, upon the nomination of the Scientific Sections Council and the approval of the Unit's Board of Directors. renewable .

Article (9): The information technology officer, the procurement and procurement officer, the administrative and financial officer and the secretary of the quality assurance unit shall be appointed from among the employees or from temporary employment (if not in the staff) at the Faculty of Medicine, Beni Suef University. Taking into account Article 27 of the Internal Regulations of the Quality Assurance Unit for a period of three years renewable.

Article (10): The quality assurance department shall be headed by a committee in the department (Quality Steering Committee) to be chosen by coordination between the head of the department and the director of the quality assurance unit and the approval of the unit's board of directors, subject to article 27 of the internal regulations of the quality assurance unit.

Article (11): The management of quality work in the administrative departments shall be carried out by a committee that includes a member from each department chosen in coordination between the director of the college, the director of the quality unit and the approval of the board of quality management for a period of three years renewable

Article (12): All provisions of the executive regulations of the Law of Organizing Universities No. 49 of 1972 shall apply to this unit

Article (13): The provisions of these regulations shall come into effect as of the date of their adoption by the competent councils. No provisions or texts contained in these regulations may be amended except by the parties that approved the list before the proposed amendment

Article (14): All the provisions of this Regulation shall be deemed to be binding and binding on those responsible for the administration of the unit and its committees entrusted with the discharge of all administrative and financial affairs.
