The concept of crisis:

The crisis is defined as a sudden imbalance, as a result of unstable situations, often caused by man, a state of tension and anxiety that puts the individual and the institution in front of a decisive moment that needs a decision - administrative position - resulting in new positions, positive or negative, The institution becomes better or worse.

Disaster:

Disaster is the situation that has already occurred and led to the destruction and serious loss of human and material resources and their causes either natural or human, usually unprecedented in warning, and require extraordinary measures to return to stability. The disaster may lead to the so-called crisis, and vice versa, crises can lead to disasters if not taken decisions and appropriate actions during the various stages of crisis.

Definition of the unit:

Is an administrative unit specialized in providing elements of security and safety, to manage the crisis in the university, and this unit has its own entity and responsibilities before, during and after the crisis, and the unit has a distinct team to manage these crises.

Crisis Management Unit Vision:

To achieve an effective internal system to secure and stabilize the working environment against crises and disasters

Crisis Management Unit Message:

Develop and implement plans and programs to secure the working environment and reduce the risks and negative effects of crises and disasters.

Take preventive measures to prevent or mitigate the occurrence of crises

Functions and functions of the Crisis and Disaster Management Unit

The functions of the Unit are as follows:

· Study the crisis and diagnose it immediately and quickly

· Prepare a quick action plan to deal with the crisis and deal with it

 The role and functions of the Crisis and Disaster Management Unit can be divided into three phases as follows:

Phase I (pre-crisis):

They include:

Provide a crisis and disaster management operations room equipped with appropriate communication equipment.
Make a detailed map of the university buildings and identify the available entry and exit areas.
Identify potential crises, and identify strengths, weaknesses, opportunities and risks at the college.
Planning (preventive prediction) of potential crises in the near or long term.
Prepare plans and draw scenarios to prevent and confront crises
Take preventive measures to prevent crisis or disaster.
Prepare to deal with events such as training the unit staff, as well as maintenance of equipment used in dealing with crises.
Spreading cultural awareness in crisis management through holding training workshops to improve the efficiency of staff and faculty members in this regard.
Developing the means of monitoring and early warning in the field of crisis and disaster management at the college.
 

 

Phase II (Response, Response and Containment Phase):

Implement plans and scenarios already prepared and trained
The implementation of the confrontation and relief of all kinds according to the quality of the crisis.

Execute evacuations when necessary.
Follow-up the event and the status of the situation on an ongoing basis, and evaluate, and determine the procedures required to deal with him through the operating room.
Phase III: (the stage of rebalancing and the return of life):

1. Limiting the loss of individuals and establishment.

2. Rehabilitation and resumption of activity and protection against potential future risks.

3. Evaluate the measures taken to deal with the crisis and monitor the weaknesses and strengths.

4. Document the event and make the necessary recommendations and proposals, and direct them to the concerned parties to benefit from them in order to avoid future negatives (if any), and develop and update plans according to developments.
