an introduction
The process of development to be achieved on the ground must start from the human and end at every stage of the continuous and escalating stages of man and for man. Human development is therefore the pillar of comprehensive development. The development of technical education to prepare future generations is the source of energy for comprehensive development. Technical education is a type of education that aims to support and develop nursing personnel in order to acquire a degree of culture, technical information and practical skills that enable them to master and perform their work to the fullest.
As a continuation of the continuous development efforts by the Nursing Sector Committee to upgrade nursing programs and keep pace with international variables and quality determinants, a unified regulation for the technical diploma of nursing and the technical institutes attached to the faculties of nursing in the Egyptian universities was established.
This list is designed to include three programs: Technical Institute Diploma Program, Bridging Program, and Specialized Diploma Program to conform to the specifications of the graduates of these programs in order to keep abreast of the developments on the regional and international levels. Nursing care in the community in order to confirm the mission of the Nursing Sector Committee and its future vision.

The Unified Bylaws of the Technical Institutes of Nursing
Article (1): Description of the Institute:
Institute Name: Technical Institute of Nursing
The Institute is one of the educational institutions attached to the Egyptian universities / Ministry of Higher Education or the Ministry of Health and is under the supervision of the Faculty of Nursing affiliated to the university or educational institution affiliated to the Institute in the absence of a Faculty of Nursing.
A Director shall be appointed for a period of three years, renewable once upon the nomination of the Board of Directors of the Institute, provided that he holds at least a PhD in Nursing.
A manager shall be appointed for each program implemented at the Institute (Bridging - Specialized).
The Director of the Institute shall act within the limits set by the Board of Directors in accordance with the provisions of the laws and regulations of the educational institution of the Institute.
The Board of Directors of the Technical Institute of Nursing is chaired by the Dean of the College of Nursing or its educational institution in the absence of a College of Nursing
 
Article (2) Board of Directors of the Institute
The Board of Directors of the Institute shall be as follows:
Dean of the Faculty of Nursing or the educational institution affiliated to the Institute in the absence of a nursing college.
Director of the Technical Institute of Nursing.
Managers of programs implemented in the Institute (Bridging - Specialist)
Director of the Technical Institute of Nursing.
Member of the Institute's teachers.
Director of Nursing Hospital of the educational institution.
One of the public figures interested in nursing (as members from abroad and appointed for a renewable year).
The Board of Directors of the Institute shall meet monthly and an emergency board may be convened if necessary. The Board shall be responsible for formulating the general policy for the management of the Institute's educational, administrative and financial affairs as follows:
 
Study System
Presenting and discussing the educational and training plans for the three programs.
 Approval of external assignments
Approval of the teaching staff in bridging and specialized programs.
 
Exams:
Developing and following up regulations related to exams.
Approving the results of the exams.
 
Admission of students:
Determine the number of students admitted to the Institute each academic year and other programs
Forming the committee supervising the standardized admission tests.
Presenting, discussing and approving the administrative and financial decisions of the Institute and its affiliated programs
 
Article (3): Educational programs implemented in the technical institutes of nursing and the duration of the study:
Technical Diploma of Nursing: The program is implemented over two academic years in addition to the compulsory training period, 36 hours per week for six months. English is the language of study except for courses taught in Arabic.
Bridging program for the Diploma of Technical Institutes of Nursing: The program is implemented over 3 semesters for one calendar year (12 months). In addition, the compulsory internship period is 36 hours per week for six months.
Specialized Diploma Program: The program is implemented over two academic years in addition to the compulsory training period, 36 hours per week for six months.
Article (4): Degrees
The Technical Institute of Nursing affiliated to the faculties of nursing offers the following scientific certificates:
Diploma of Technical Institute of Nursing
Diploma of Bridging Program for the Diploma of the Technical Institute of Nursing
Specialist Diploma in Nursing
 
Article (5): Conditions of Admission
First: General Conditions of Admission and Registration Procedures for the Diploma of the Technical Institute of Nursing:
Students are admitted to the Technical Institute of Nursing under the following conditions:
Holds a high school diploma (Science Division) or equivalent.
School graduates of health services assistants who have 85% and not more than 5% of the number of admitted to the Institute
Study English (first or second language).
Pass the medical examination and standardized tests approved by the Supreme Council of Universities.
Apply to the institute through the coordination office for admission to universities in accordance with the rules and regulations determined by the Supreme Council of Universities.
International students are admitted on the same general terms as their Egyptian counterparts in accordance with the rules set by the Supreme Council of Universities
Accepts transfer studentsAccording to the rules and regulations determined by the Supreme Council of Universities
 
Second: General Conditions of Admission and Enrollment Procedures for the Bridging Program Diploma:
The student should have a high school diploma of nursing or its equivalent.
English is one of the languages ​​studied.
Age: 45 years max
Pass the medical examination and standardized tests approved by the Supreme Council of Universities.
Provide good conduct and behavior
Provide the military treatment certificate for males or exemption from those who have reached the age of conscription
 
Third: General Conditions of Admission and Registration Procedures for the Specialist Diploma in Nursing:
The student should have a diploma of the Technical Institute of Nursing or its equivalent with a good degree
English is one of the languages ​​studied.
Must have spent 6 months of internship at a recognized hospital
Pass the medical examination and standardized tests approved by the Supreme Council of Universities.
Provide good conduct and behavior
Provide the military treatment certificate for males or exemption from those who have reached the age of conscription
Approval of the employer
 
Article (6): The system of study
First: the system of study for the Diploma of the Technical Institute of Nursing:
The system of study in the program offered by the Technical Institute of Nursing to obtain the technical diploma of nursing in accordance with these regulations based on the system of study teams
The student must successfully pass all courses and study hours in addition to successfully passing the internship for 6 months (36 hours per week) according to the graduation requirements.
A student who has successfully passed all courses may be exempted from the requirement to spend six months compulsory internship (internship) if he / she joins one of the nursing faculties of universities and has to prove this, after taking the following procedures:
The student submits a document from the Office of the Coordination of Admission to Universities proving his admission to one of the nursing colleges in Egyptian universities
 A condition of the certificate granted by the Technical Institute of Nursing to the student shall be written as follows:
"The student successfully passed the courses and did not pass the compulsory training period (6 months) excellence, due to enrollment in one of the nursing faculties of Egyptian universities and may not obtain a license to practice the profession with this certificate."
* It is not permissible for the student to combine the study with the college and receive the work assignment
 
Second: The study system to obtain the diploma of the bridging program:
Duration of study 12 months divided into three semesters in addition to six months compulsory training (excellence)
The theoretical study shall be conducted over two days a week while not contradicting the regular study dates at the faculty
Laboratory training is done in nursing skills laboratories in the college or institute, and practical training is carried out in hospitals affiliated with universities or institutions affiliated to the institute.
 
Third: The study system for obtaining the specialized diploma in nursing:
The duration of the study for the degree of specialized diploma in nursing is two academic years.
Study in Arabic and English according to the requirements of each course.
The student must successfully pass all courses.
The theoretical study shall be conducted over two days a week while not contradicting the regular study dates at the Institute
Laboratory training is carried out in the nursing skills labs in the college or institute, and practical training in university hospitals or health institutions affiliated to the institute.
 
 Article (7)
The attendance rate for theoretical lectures, practical lessons and practical exercises in accordance with the rules approved by the Board of Directors of the Institute shall not be less than 75% of the total teaching hours of any course.
 In case of exceeding the prescribed rate of the Institute's Board of Directors, it shall decide to prevent the student from entering the exam of the end of the semester, after taking the procedures to issue two successive warnings to the student.
 
Dropout:
A student is considered to be out of school if he is absent without an acceptable excuse.
A student may drop out of school for an excuse accepted by the Board of Directors of the Institute and the College for one or more semesters
 (Maximum 2 years).
The student shall be dismissed from the institute if he fails to study without an excuse accepted by the board of directors of the institute.
D - The student may apply to stop enrollment in the Institute in accordance with the conditions and controls governing it.
The student shall not be dismissed without the approval of the Board of Directors of the Institute.
 
Re-enroll the student
If the student is dismissed and his registration in the institute is canceled due to the failure of the repetition times, the Board of Directors of the Institute may re-enroll him as a student from abroad and attend the practical training provided that the student pays the prescribed fees for re-enrollment and turns into a regular student again when the reason for his dismissal from the Institute is no longer available.
 
Article (8): Exams:
Examinations shall be held after the end of the semester study. The student shall take the exam in the courses that end with the end of the semester according to the approved schedules.
The student must meet a minimum attendance rate of 75% and the student may be deprived of taking the exam in the following cases:
The required attendance rate is not met.
Failure in the work of the year and practical training for nursing courses, which is estimated at 60%. (If the student gets less than 60% in the grades of the year work and practical training)
If the student submits an excuse accepted by the Board of Directors before the start of the exams for not taking the exam, the student will be admitted in the following year with retention of the grade.
The student is transferred to the second year if he fails in two courses from theoretical subjects for applicants for the Diploma of the Technical Institute of Nursing.
The student will be transferred to the next semester if he fails in two courses from theoretical subjects for the applicants for the diploma of the specialized program and the diploma of the bridging program.
In case the student fails the nursing courses, he / she must repeat the course and attend the exam.
If the student does not receive 30% of the written test score in one of the courses, the practical grades are not monitored The work of the year and is considered a failure in the decision.
 
Article (9): Evaluation of Student Performance in Courses:
The student's performance in the courses is assessed and the student's grade in the courses is calculated as follows:
 
For courses with a success rate of 50%:
Percentage estimate
More than 85 excellent
From 75 to less than 85 very good
From 65 to less than 75 is good
50 to less than 65 is acceptable
Less than 50 deposits
 
 For courses where the student has a passing score of 60%:
Percentage estimate

From 60 to less than 65 is acceptable
Less than 60 deposits
 
Practices, work of the year and periodic or quarterly tests held during the semester.
Written and practical tests held at the end of the semester.
If one course requires a written and practical test, the student's assessment is estimated by the total written and practical test scores in addition to the work of the year.
If the student is absent from the written test in any course without an approved excuse, he / she is considered absent in the course.
The student's graduation certificate shall indicate his grades as well as the general graduation grade.
 
Article (10) Graduation Requirements:
First: The requirements for obtaining a technical diploma in nursing are:
Successful completion of the courses required for graduation over two academic years.
Upon successful completion of the second year, students undergo six months of compulsory internship at 36 hours per week in university hospitals, MOH hospitals and health institutions under the supervision of the Institute's management.
 
Second: The requirements for obtaining the Diploma of the Technical Institute from the Bridging Program in Nursing are:
Successful completion of courses (three semesters) equivalent to the number of hours required for graduation distributed over a calendar year.
Spend six months compulsory training (franchise) at the rate of 36 hours per week
 
 Third: The requirements for obtaining the diploma degree in nursing are:
Successful completion of courses equivalent to the number of hours required for graduation over two academic years.
Spend six months compulsory training (franchise) at the rate of 36 hours per week
 
Article (11)
A transfer student may be exempted from some courses if he / she submits a successful pass in these courses provided that the pass rate is not less than 60% in nursing and medical courses and 50% in supporting courses.
The rules governing the University Regulation Law / Ministry of Higher Education shall be applied to the student in case of re-enrollment and transfer.
 
Article (12): Disciplinary system of students
- The rules and regulations governing universities / Ministry of Higher Education in this regard.
The student disciplinary committee shall be composed of:
Chairman of the Board of Directors or his deputy
Director of the Institute
The oldest board members
Representative of legal affairs in the faculty / educational institution
 
Article (13): Privilege Program
Students spend each six-month compulsory internship program (internship program) planned and implemented by the Institute's management and administration
Both the bridging program and the specialized program
 
Article (14)
This regulation shall be applied after its approval by the Supreme Council of Universities and the issuance of the Ministerial Decree in accordance with the rules and regulations governing the Supreme Council of Universities / Ministry of Higher Education, unless stipulated in this regulation on new students.
 
Article (15): Study schedules
The schedules annexed to this Bylaw list the theoretical and practical courses, the number of hours each, the number and type of exam hours, and the distribution of grades with each course in detail.
 
Article (16)
The courses give a code consisting of three separate or continuous letters expressing the code code of the course, the number of hundreds refers to the academic year in which the course is offered, the number of scores to the semester in which the course is offered, and the number of ones to the course number in the study plan of the Institute.

Description of courses
 
Course Name: Fundamentals of Nursing
This program is designed to introduce students to key concepts and theories relevant to a person's system, health, environment, and nursing science. Students recognize nursing as a vital career and caring task. Emphasis is placed on health, physiological, psychological, social, cultural and spiritual factors that contribute to the well-being of the individual and the family. The concepts of nursing process and clinical decision making are explored. Communication is emphasized as an essential aspect of the professional role and is applied through interviews and data collection. Also, emphasis is placed on the professional role of the nurse and her awareness of the importance of patient rights and privacy issues. The curriculum also includes relevant theories of behavioral and physical sciences
 
Course Name: Anatomy
This course provides students with the opportunity to study the anatomy of the body as a whole: cavities, borders and content; different types of body tissues. The musculoskeletal system different types of bones and joints. Body muscles (head, neck, shoulder strap, upper limbs, skeletal muscles, trunk muscles, abdomen, heart). The course focuses on the relationship between body structure, function and function. The course progresses from the structure of cells and tissues to the dissection of integrated body organs of the body. Course Name: Physiology
This course allows students to understand basic facts and concepts of the natural functions of the human body specifically the organs responsible for support, movement, circulation, respiration and digestion. Balance, with some physiological aspects that serve as indicators of the health status of the human being.
 
 Course Name: Microbiology and Infection Control
This course was designed to provide nursing students with an introduction to the biology of microorganisms, especially bacteria, fungi, parasites and viruses that are pathogenic to humans. This includes the biological characteristics of microbes, antimicrobial methods, concepts of immunity, diagnosis, treatment and infection control.
 
Course Name: Communication and Human Relations
Communication Skills and Human Relations aims to introduce students to theories and models of communication skills that enhance the nurse's interaction with the patient, and to help students monitor themselves during interactions in therapeutic relationships. This course also promotes students' self-understanding, self-motivation, self-awareness and the development of creative abilities to set goals, solve problems and think critically.
 
 Course Name: Psychology
This program is designed to provide nursing students with relevant knowledge, skills and attitudes in psychology and humanities, their relevance to the nursing profession, nursing practice, education and research
 
Course Name: Internal Surgical Nursing
The course focuses on the care of internal cases and surgery for the common pathological processes in life through the stages of life, the effects on the person / family, and the implications of nursing care. The course emphasizes the application of the nursing process, care relationships, and other therapeutic nursing interventions to help the patient adapt. Provides educational experiences in healthcare facilities and provides opportunities for students to develop their skills in implementing the nursing process, applying communication abilities and care behaviors, and utilizing therapeutic nursing interventions. The student is expected to integrate knowledge derived from other courses in the past or at the same time.
 
Course Name: Health Assessment
This course is designed to provide the knowledge and skills necessary to conduct a regular examination across phased years through a comprehensive perspective of the patient's health status, and to record results appropriately. Using the theoretical and practical approach, the student will be provided the opportunity to practice general physical examination and conduct a comprehensive health assessment.
 
Course Name: General Surgery
This course provides the student with the necessary knowledge, skills and attitudes that provide quality nursing to patients undergoing different surgical procedures in both medical and surgical departments as well as the operating room. The course focuses on the application of the nursing process and the utilization of self-care concepts in providing comprehensive nursing care to surgical patients
 
Course Name: Medical Material
This course provides etiology, pathology, clinical manifestations, diagnosis, complications and medical care of common diseases from a nursing perspective such as chest diseases, cardiovascular diseases, gastrointestinal diseases, skin diseases, soft tissue diseases and metabolic diseases such as diabetes, obesity ,. .. ..etc. In addition to various therapeutic methods used for patients with internal diseases. The course focuses on applying the nursing process and utilizing the concepts of self-care in providing comprehensive nursing care to patients. It is expected to integrate the knowledge derived from the decision taken previously or at the same time.
 
Course Name: Pathophysiology
This course provides the student with an opportunity to study health aberrations and their impact on human performance. It is designed to facilitate student development of nursing systems, thus enabling the student to manage distractions with individual health therapeutically. This course introduces the mechanisms of diseases and illnesses that affect the health of individuals throughout the lifetime. Changes in physiological processes are examined, focusing on patient health.
 
 Course Name: Pharmacology
This course will provide nursing students with the science of pharmacology with a focus on biotransformation, absorption, procedures, interactions, and adverse effects of each type of drug classification. There will be a focus on assessing and evaluating patient responses that change according to patient health, year, lifestyle, sex and other factors.
 
Course Name: Applied Nutrition
This course introduces the student to the basic concepts of diet therapy and emphasizes the application of interventions in patient care. Health promotion is emphasized through nutrition.
 
Course Name: Pediatric Nursing
This course is designed to introduce nursing students to the basic knowledge and principles of pediatric nursing. The course covers the health needs of a healthy baby as well as patients. The practical experiences presented in this course are designed to help students integrate theoretical concepts with research guides to provide comprehensive care for children and their families.
 
Course Name: Pediatric Medicine and Surgery
The program offers students the opportunity to compile and apply concepts related to critically ill patients from sick children. Physiology of the following systems will be reviewed: respiratory, cardiovascular, gastrointestinal and nervous systems. The basics of trauma children will be covered, as well as sub-specialties of pain, sleep and skin care. Students will have the opportunity to interpret arterial blood gases, discuss methods of fluid delivery therapy and learn the basics of blood circulation monitoring. The student will learn the components of a multidisciplinary critical care team.
 
 Course Name: Maternal and Neonatal Health Nursing
This program is designed to help students develop in-depth expertise and science in the field of gynecology and neonatal nursing. It also helps students to provide comprehensive care. Also, this course aims to provide students with the knowledge, skills and attitudes to provide safe nursing care based on evidence-based research. It also introduces students to the concept of high-risk maternity nursing and facilitates critical thinking skills In planning care according to the nursing process. The course focuses on the application of knowledge and evidence-based critical thinking skills in providing care to the family during the reproductive years. The course aims to make the student able to provide nursing care to females during pregnancy and postpartum, in various health care facilities. Clinical experience also includes caring for families during normal pregnancy, high-risk pregnancy, and during normal delivery. Family safety concepts are used as the basis for care. In addition, the course provides an excellent opportunity for the student to enhance communication with mothers, infants and other family members through health education and effective communication.
 
 Learning and Health Strategies
Upon completion of this course students will be able to conduct health education courses for individuals, families and groups in different communities using different health education concepts and skills. Health education skills are based on a scientific background that can be conducted for individuals, families and groups in different communities.
 
Course Name: Statistics
This course is designed to introduce the student to the basic sciences of biostatistics as a quantitative basis for epidemiology. By collecting data on the issue, analyzing the data statistically, then discussing the results and drawing conclusions that lead to the application of the results
 
Course Name: Psychological Nursing and Mental Health
This program is designed to promote the student's concept of mental and mental health, human relations and the application of the nursing process while demonstrating coping responses that are unable to cope. The course also focuses on nursing assessment and management of individuals with various mental health problems. Students are introduced to concepts promoting mental health and disease prevention within individuals, groups and families in a different setting. The course emphasizes an understanding of the underlying mental process within a cultural, legal, and ethical context
 
Course Name: Community Health Nursing
Community Health Nursing is a public health area that deals with the study of individuals, families and communities to improve their health at the three levels of prevention. Use available community resources and evidence-based results as a basis for decision-making on community health nursing plans. This course focuses on the practice of community health nursing by assessing families and communities to determine health needs, and applying research-based nursing interventions.
 
Course Name: Elderly Nursing
This course focuses primarily on the health of the elderly. Students acquire an understanding of different theories of aging and interventions, as well as the study of previous research that may be applicable for elder care and disease prevention. This course provides an intensive and comprehensive introduction to the skills of elderly care. Clinical trials are designed to help students apply their knowledge and focus on distinguishing between natural and abnormal outcomes, identify common health problems, develop diagnosis and use critical thinking by solving problems related to elderly health.
 
Course Name: Scientific Research Methods in Nursing
This course provides students with opportunities to gain knowledge that develops the use of research results. The course focuses on the integration of theory, practice, and research. The course will provide students with opportunities to learn about different methods of scientific research including quantitative and qualitative data. The components of the research process will be presented, explored and applied. The orientation to the research process provides students with an opportunity to understand the practice based on the results of research illustrated in nursing and health care and to develop a basis for critically evaluating research results and applying the results to practice in a variety of health facilities.
 
Course Name: Nursing Administration
Nursing Management is an introduction to theory and practice for nursing leadership and management. The focus is on understanding the key skills that a successful nurse should use to lead and manage nursing such as critical thinking, effective communication, conflict management, successful delegation, team building, employee motivation, resource control, quality improvement, anxiety management, change leadership, and technology management. the information. In addition there is a dedicated module to deal with multiple aspects of managing legal and ethical issues facing leaders / managers in the work environment. The course also provides an overview of health care delivery models and organizational systems, and the structure of health care with a focus on the professional role of nursing.
 
Course Name: Epidemiology
This course provides an opportunity to explore and discuss the causes of health and disease despite the systematic and precise identification of population patterns, by formulating a causal hypothesis. Epidemiology is the basic science of public health and this provides a scientific basis for understanding the pattern of disease so that effective interventions can be proposed, implemented and evaluated.
 
Course Name: Fundamentals of Nursing Specialization
This program is designed to provide students with the scientific basis of the chosen major. Learning experiences introduce students to the role of nurse as an integral member of the health care system. Emphasis is placed on the art and science of nursing including the development and refinement of basic nursing skills that provide the foundation for comprehensive, evidence-based practice. Students begin to develop critical thinking skills by developing and applying the nursing process. The clinical experience is designed to provide students with the opportunity to develop basic nursing skills to suit their specialization and we begin to develop a holistic approach to the care of patients and their families in different facility health facilities.
 
Course Name: Medical Surgical Nursing Specialization
This program is designed to help students to provide care opportunity for patients with complex conditions related to the chosen specialty. The focus is on identifying potential and actual patient problems, helping students integrate professional standards as a basis for practicing, applying critical thinking and developing consideration And research results in the planning and implementation of specialized nursing care
 
Course Name: English Language
This course introduces the basics of English. It is designed to facilitate the study of students. The course will provide students with opportunities to meet the challenges they face during artistic writing through their writing and speaking practices during the course. The course will also introduce an overview of all commonly used terms in nursing and medical procedures. The structure includes words from surgical medical terms, body parts and body systems and systems, commonly used in nursing and medical abbreviations.
 
Course Name: In English 2
This course continues to provide students with the basics of English. It is designed to facilitate the study of students. The course will provide students with opportunities to meet the challenges they face during artistic writing through their writing and speaking practices during the course.
 
Course Name: In English 3
The aim of this course is to help students understand how to express themselves correctly. The practice will use the principles and grammar. Students will be trained in reading comprehension and will continue to enhance language skills. Also included, writing skills, as well as medical terminology.
